Approval is granted for a new Environmental Compliance Approval (ECA) (waste disposal site) for the use and operation of a waste disposal site with a total site area of 1.5 hectares, for processing of liquid non-hazardous liquid soil up to 650 tonnes per day. The total amount of dewatered soil will not exceed 2,100 tonnes at any time. The source of liquid soil is primarily as a by-product of the horizontal directional drilling (HDD) and hydro-excavation vacuum truck (hydrovac) industries.
Liquis soil processing operations include mechanical dewatering, screening and sorting of liquid soil into rock (i.e., naturally occurring particles greater than 2 mm in diameter), and sand, silt and dry soil (naturally occurring particles less than 2 mm in diameter) components of the excavated material. Dried soil will be stored on cement lined covered storage containment cells while characterization via stockpile sampling is undertaken. Dried recoved soils are approved to be directed for beneficial reuse based on the results of laboratory chemical analysis.
The waste disposal site is to serve the Province of Ontario. The hours of operation are from 6:00 am to 7:00 pm, Monday to Friday and Saturday 7:00 am to 5:00 pm, 312 operating days a year.
Effects of consultation
The City of Ottawa provided comments pertaining to zoning and site plan approval. A condition is included requiring the proponent to receive all necessary municipal approvals.

To seek leave to appeal, you need to do these three things:

1. Prepare your application

- the grounds (facts) you’ll be using to appeal

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
