Excluding the wash pond, the well withdrawal for this new aggregate operation under the requested Permit To Take Water is 1,195,200 per day and 286,848,000 litres annually. On February 20, 2019 MPP Mike Schreiner introduced a private members bill to protect the Paris Galt Moraine as the supply of drinking water to Guelph and neighbouring municipalities. The Paris Galt Moraine provides drinking water to about 130,000 people in Guelph, and more than 200,000 in the region. According to Mr. Schreiner The region is expected to grow to a million people in the next few decades, so there will be even more pressure on the aquifer that provides our water. The responsible thing to do now is put plans in place to protect it. The bill to establish the Paris Galt Moraine Conservation Act has passed second reading with all party support and has moved to committee. The bill is modeled after the Oak Ridges Moraine Conservation Act, and calls for a conservation plan to ensure enough water for residents, businesses and the agriculture sector in the future, that features responsible development, sustainable quarry practices, as well as ensuring the ministry looks at water permits and their impact as a whole, not individually, when issuing them. Protecting the moraine makes economic sense because water wont have to be piped in from one of the Great Lakes, saving hundreds of millions of dollars in costs in the future. Additionally, the new "Spencer Pit" licence is adjacent to Dolime and close neighbour to at least 11 aggregate licences in the area. The cumulative impact on this important water source must be understood. Therefore, as a Resident and Taxpayer of Ontario, I object to issuance of this Permit to Take Water until such time as the Paris Galt Moraine protections are legally defined and enabled.
