Decision on instrument
A decision was made on May 14, 2019 to approve Official Plan Amendment No (OPA 2) (the five-year review of the Township of Armour Official Plan), adopted by the Township of Armour Council on October 9, 2018 by By-law 53-2018, subject to sixteen (16) modifications.
The modifications are intended to: enable the creation of affordable housing and support an appropriate range and mix of housing types; protect significant wildlife habitat; ensure appropriate servicing for new development and allow for ‘dry’ industrial and commercial uses services; protect pit and quarry operations from incompatible development in the vicinity and protect residential development from negative impacts; and ensure conservation of significant heritage resources.
OPA 2 updates the Township's official plan which was approved in August, 2009. With the approval of OPA 2, the official plan contains policies to ensure consistency with the 2014 Provincial Policy Statement, and the Growth Plan for Northern Ontario, 2011. The revised official plan also addresses changes to the Planning Act through the Smart Growth for Our Communities Act, 2015 and the Building Better Communities and Conserving Watersheds Act, 2017.

Description of Instrument
The current / in-effect official plan was approved by the Ministry of Municipal Affairs and Housing in 2009. Official Plan Amendment Number 2 was adopted by council on October 9, 2018. The amendment (OPA 2) serves to update the policies of the official plan and includes revisions that reflect and are consistent with the Provincial Policy Statement, 2014. The Amendment also adds, amends, replaces and deletes a number of general and specific policies. The principal effects of the Amendment are:
- linking affordable housing policies with those of the Parry Sound District Social Services Administration Board (DSSAB)
- updating significant wildlife habitat policies
- updating deer wintering area policies and mapping
- facilitating lake plans
- co-ordinating land use policies with the Township's Asset Management Plan (2017)
- updating climate change and energy conservation policies
- adding wildland fire hazard policies
- updating policies for cultural and archaeological resources
The Official Plan Amendment No. 8 also replaces Schedule 'A' - Land Use Map -with a new schedule, and adds two appendices: Appendix 'A'identifying environmental constraint areas and Appendix 'B' identifying wildland fire hazard areas.
Pursuant to section 26 of the Planning Act, official plans shall be consistent with the Provincial Policy Statement, must conform with or not conflict with provincial plans such as the Growth Plan for Northern Ontario, and shall have regard for provincial interests set out in section 2 of the Planning Act.
Other Information
The Minister is the approval authority for official plans and statutory reviews of official plans under Section 26 of the Planning Act. The decision of the Minister is final and not subject to appeal.
Other Public Consultation Opportunities
The Township of Armour has held a number of meetings including the statutory meeting on revisions to the official Plan. A public meeting was held on May 8, 2018, followed by a public open house on August 17, 2018. The statutory public meeting was held on October 9, 2018.
