This proposal is for an amended Environmental Compliance Approval (sewage) for expansion to existing subsurface disposal infrastructure (septic leaching bed) at the International Institute for Sustainable Development Experimental Lakes Area (IISD-ELA) remote, off-grid environmental research facility located in unorganized territory of northwestern Ontario in the District of Kenora.

In operation since 1968, the IISD-ELA research facility is a four-season operation set up to examine, monitor and manipulate freshwater ecosystems to better understand the effects of human-caused pollution and climate change threats.

The facility hosts up to 55 people on site. Planned expansion of building infrastructure will allow an additional 28 people hosted onsite. To handle this planned expansion the proposed modifications to the sewage works include mechanical upgrades to the existing lifting station, and a complete overhaul to remove, replace and expand the septic field by 50 percent (existing 10 runs at 30 metres replaced with 15 runs at 30 metres).
