2386843 Ontario Ltd. operating as Phantom Disposal, is applying to the Ministry of the Environment, Conservation and Parks to amend their existing Environmental Compliance Approval (ECA) No. 2678-BYY2PW, issued on August 12, 2021, to expand the Excess Soils operation at the site.
The site is located on a 1.6 hectares (approximately 4.0 acres) portion of the CN – MacMillan Yard (near the Langstaff Road and Creditstone Road entrance) in the City of Vaughan. This site is located in an industrial area and is approximately 1 kilometres from the nearest residential area (southeast of the Phantom Disposal location at the corner of Keele Street and Highway 7).
Phantom Disposal is applying to increase the amount of Excess Soils (consisting of non-hazardous contaminated soils, clean soils from residential/commercial/industrial sources, and wet soils), and non-hazardous construction and demolition waste (ICI/C&D) to be managed at the site to 6,000 tonnes per day.
The total amount of Excess Soils, incoming ICI/C&D waste, processed materials, and residual waste stored at the site not to exceed 10,000 tonnes at any one time.
In addition, the company wants to add Asbestos Waste to the wastes received at the site.
The asbestos waste received would be limited to asphalt road grindings that contain a trivial amount of asbestos (less than 5%). These asphalt road grindings are received by the company from municipalities and private road owners. The company plans to utilize these asphalt road grindings as a construction aggregate supplement for road maintenance and yard cover on their site and to be provided off-site for a similar use.
The proposed hours of operation will remain at 24 hours per day, 7 days a week - 365 days per year. The facility will continue to serve the Province of Ontario.
The Excess Soils will be stored in separate dedicated concrete block bunkers prior to being bulked and transferred from the site to various permitted/approved receiving sites for disposal or reuse. The facility will not accept putrescible wastes, hazardous wastes, liquid wastes, sewage or combustible gas cylinders.
